Is this system right for me?

If you’re a large retailer or a private car park owner, then the automatic number plate recognition system (ANPR) could be the perfect solution to your parking enforcement issues. The ANPR system is ideal for you if your car park has:

• Parking stay period regulations
• Disabled or parent and child bays
• Permit holder only zones.

The NPC ANPR system of parking control stops misuse of your car park and protects special needs bays by the automatic identification of non-authorised vehicles. Such vehicles will be issued with a Parking Charge Notice (PCN) by post.
We access information about the registered keepers of offending vehicles through the DVLA. You can rest assured that throughout the entire process we adhere to the DVLA’s voluntary Code of Conduct, and to the British Parking Association’s Code of Practice. Our system has been approved by a number of Trading Standards agencies, and works in co-operation with the police in the prevention of crime.

How does the system work? 

• CCTV cameras installed at the entrance and exit points of the monitored car park allow the ANPR system to automatically log all number plates of vehicles entering and exiting the car park.
• The collected information is sent to our monitoring centre electronically, and the system identifies any vehicles that have breached the parking restrictions in place.
• On identification of a vehicle in violation of your car parking regulations, our software processes the information and a report is compiled including images of the offending vehicle, which is double checked manually.
• We contact the DVLA to obtain details of the registered keeper of the vehicle in question and send out a PCN to them in the post.

Is installation difficult?

Installation is made simple by our nationwide team of skilled and trained operatives, who will install everything you need during normal working hours with minimal disruption to you. Installation is normally completed within two days.

How much does the ANPR system cost?

 A breakdown of our charges, so you can see exactly what you pay for:

• Subject to approval upon a full site survey, NPC will supply and install all
  hardware free of charge.
• After agreeing the wording with you, NPC will supply and install appropriate signage in
  your car park at a cost of £25 per sign.
• NPC will arrange and supply the installation of a BT communications line (so the information collected by your ANPR system can be sent to us electronically) for a one-off charge of £198.
• NPC will arrange a suitable BT/ADSL line at a monthly rental charge of £55.

That’s it. Other than the initial installation of the required hardware, software and signage, and a monthly line cost, our ANPR services are free of charge. We recover our costs through the issue of PCNs.

System features

Our ANPR system incorporates lots of useful features to give you maximum flexibility over your car parking regulations. Your ANPR system can:

• Provide photographic evidence, time stamped, of arrival and departure;
• Monitor and prevent misuse of disabled and parent and child bays;
• Be supplemented by wardens if you desire, who are able to focus on any specific parking issues you have;
• Incorporate a 20 minute grace period above the time limit on your signage;
• Allow staff to register vehicles for longer than the time limit allowed if required;
• Operate a ‘One Chance’ system, so a PCN is only issued in response to a second offence.
